After met UFO in the above locations, go to Esthar- Grandidi Forest to beat it.

Finally, you can meet PuPu in Balamb- Alcauld Plains (Balamb Garden old location).  Give it some Elixirs,  it will give you PuPu Card.  You can kill it too.^_^
